The chinese CSAR cosmetics regulation

Its entry into force

On June 29, 2020, the Chinese State Council published the final version of the new Cosmetic Supervision and Administration Regulation (CSAR). This regulation came into force on January 1st, 2021, and serves as the core regulation for cosmetic products in China. It replaces the 1989 Cosmetic Hygiene Supervision Regulation.

CSAR aims to strengthen the quality and safety of cosmetics by introducing new rules for placing cosmetics on the market, managing new ingredients, safety assessment, post-market surveillance, corporate responsibility, …

Guidelines and implementing texts have been published to help cosmetics manufacturers implement this new regulation.

The Chinese CSAR sets out requirements for the safety, quality, labeling, and monitoring of cosmetic products placed on the market in China. It also imposes obligations on manufacturers, importers, distributors, and regulatory authorities, similar to those set out in the EU CSAR.
